When painting steel siding, one of the most important aspects of prep work is deal with with the rust.  Generally, there will be rust scattered through the siding, however most of the rust will be around the bolts.  In order to properly prep it, you need to sand off any loose rust, then use an oil inhibiting primer on the rusty areas.  The primer won’t stop the rust from coming back, however it will drastically slow it down vs a standard primer, or no primer at all.
